The Urban and Rural Land Development and Equipment Mission (MAETUR) is a public industrial and commercial establishment with legal personality and financial autonomy, created by Decree No. 77/193 of 23 June 1977 amended and completed by Decree No. 82/599 of 25 November 1982. Its headquarters are in Yaoundé, Hippodrome district. MAETUR's purpose is to carry out or have carried out, under its responsibility, land development and equipment operations for the purpose of real estate development and housing throughout the national territory. His main professions are:
• Land tenure operator (land prospecting, land acquisition, land security, land regularization, promotion of land title);
• Studies and achievements - Design office (sanitation, drainage, roads and various networks or VRD, equipment within developed areas, etc.);
• Landscaping-developer (subdivision and marketing of lots, checking the compliance of projects with the provisions for each zone to be developed)
• Restructuring and / or renovation of existing neighborhoods and maintenance of certain equipment when they are not entrusted to concessionary companies or local authorities (to fight against the uncontrolled expansion of cities).
The performances of MAETUR are closely linked to the strength of state intervention in the urban sector. It has produced more than 50,000 parcels and has created spaces housing today more than 2 million citizens in 15 cities of Cameroon. Some 75% of its performances were achieved in the first ten years of its existence.
His achievements in the city of Yaoundé
MAETUR's main achievements in the city of Yaoundé can be summed up in:
• Yaoundé-Nsimalen motorway: securing the relocation areas of the people to be moved as part of the construction work on the planned 22 km;
• New Administrative Center of Etoudi: development of this area of ​​50 ha riparian to the Presidency of the Republic, in a high-class district intended for the establishment of prestigious institutions: Senate, Economic and Social Council (CES), SNH, Mairie Yaoundé I, diplomatic representations, regional headquarters of international organizations and ministries of sovereignty.
• Development of the Olembe district: development of a 288 ha area in the north of the city to host a world-class multi-sports complex (Paul BIYA football pitch and accompanying equipment, part of the 6000-unit production program , subdivisions for dwellings, shops and public facilities).
• Development of the Vallée de la Gare (urban center);
• Realization of the Boulevard du 20 mai;
• Development of all the sites housing some 10,000 housing units built by Société Immobilières du Cameroun (SIC) from the 1980s (Cité verte, Cité Mendong, Cité Biyem Assi, Cité Olembe, Cité Nkolodom, etc.);
• Creation of the new city of Yaoundé Sud-Ouest (3000 ha);
• Realization of about fifty subdivisions (Mendong, Etoug-Ebe, Ebom, Damascus Round Point, Mfandena, Golf Ntougou, Soa University, Nkomo, Ngousso, Nyom, Messamendongo, Nkolo, Ngoulmekong, Okolo, Nkondom, etc.);

• Delegated Contracting Authority of the State in the development of land (State / MAETUR agreement);
• Participation in the studies of the project to revive the Government's Social Housing and the construction of 10,000 housing units and the development of 50,000 building plots;
• Realization of housing developments in Douala (Bonamoussadi, Makepe, Kotto, Logpom, Logbessou, Ndogpassi, Dibom, Mbanga Bakoko, etc.);
• Realization of housing developments in Kribi (Bwambé Beach, Talla);
• Realization of housing developments in Bafoussam (Koptchou);
• Construction of subdivisions in Limbé (Bota);
• Construction of subdivisions in Buea (West Farm, Bokwango);
• Realization of housing developments in Bertoua (Gbego);
• Realization of several studies of development, town planning, roads and various networks (VRD), socioeconomic for others;
• Development of the site housing the housing of Cité Roumdé Adja in Garoua and Mbanda, etc. ;
• Development of the 2014-2018 Strategic Development Plan;
• Experimental program of production of housing accessible to low-income households (security of 1000 ha of land, construction of 1000 housing, development of 5000 building plots).
