Financements climatiques
To combat climate change, Cameroon's communes must meet strict conditions in terms of governance. To achieve this, the government, through the Ministry of Decentralization and Local Development (MINDDEVEL), has set up the Local Governance and Intelligent Communities Project (Prolog), whose steering committee held an extraordinary session in Yaoundé on Tuesday April 8, 2025. The meeting was chaired by the MINDDEVEL Minister, Georges ELANGA OBAM. Here are a few points to help you understand the project:
- The total amount earmarked for Prolog is 28.3 billion FCFA. The kitty of a new financing window called “Performance-Based Subsidy”, with the support of the World Bank;
- 75% (21.28 billion FCFA) of the pot will be allocated to communes, which will be required to invest these funds in local governance and in projects that improve people's lives, particularly in terms of mitigating the adverse effects of climate change. They will be judged on the basis of performance indicators set out in the procedure manual;
- For the year 2025, 3.5 billion FCFA have been approved and will be distributed to 74 of the 187 communes eligible for Prolog;
- The Prolog window is open to six regional councils (Adamaoua, Est, Extrême-Nord, Nord, Nord-Ouest, Sud-Ouest) and 25% (7.096 billion FCFA) will be allocated to these regions.
