Maturation of projects and delays AWPB: Cameroon, real threats to the country's development
The Director of Operations of the World Bank in Cameroon, Abdoulaye Seck and the Ministry of the Economy, Planning and Territorial Development (MINEPAT), Alamine Ousman Mey, highlighted on April 24, 2021 in Yaoundé , several cross-cutting problems encountered in the implementation of projects financed by the World Bank in Cameroon. These include the low level of project maturation and delays in the development and adoption of Annual Work Plans and Budget (AWPB). The Cameroon-World Bank joint annual project portfolio review notes that the cumulative disbursement rate of financing granted by the World Bank to Cameroon is only 30%. It should be noted that all current commitments amount to around 927 billion CFA francs for 14 active projects, averaging 4 years old. The situation by sector is as follows: 54.8% infrastructure sector; 12% rural development; 9.7% health; 8.8% governance; 7.7% education; 3.6% social development; and 3.4% industry and services. The observation is that the majority of the sectors concerned have an impact on the development of the country and the well-being of urban and rural populations. The government is therefore called upon to remove as quickly as possible the obstacles of various orders (institutional, administrative, operational, etc.) which could lead to a loss of 655.3 billion CFA francs to the development of Cameroon.
